Voluntary Acquisition Programme: Over half the land secured for CPK Airport construction

Centralny Port Komunikacyjny (CPK) has now secured over 50% of the land required for the development of Poland’s new transport hub through its Voluntary Acquisition Programme (PDN). This includes land designated for the future airport as well as the western section of the accompanying rail node.

To date, CPK has completed more than 500 property transactions, acquiring over 1,900 individual plots covering a total area of more than 1,850 hectares. Notably, 95% of residential buildings and 88% of land parcels within the airport area have already been registered by owners for voluntary sale under the programme.

Within the area covered by the official location decision for the airport and part of the railway hub, CPK has already purchased 1,283 hectares—representing half of the total required area. Demolition and preparatory works are currently underway on the acquired land. For residents who have decided to relocate, CPK is also offering support in organising and financing their moves.

Since autumn 2024, CPK has also been running the Railway Voluntary Acquisition Programme (KPDN), aimed at securing land for the Warsaw–CPK–Łódź section of the high-speed railway (part of the planned “Y-shaped” network). So far, 95% of eligible plots along this route have been registered by their owners, and over 50% of these have progressed to the agreement stage. The number of completed transactions is steadily increasing.

The Voluntary Acquisition Programme is designed to give property owners control over the sale of their homes and land, allowing them to do so on their own terms, with time to plan and without pressure. Participants are offered up to 40% above the value of their buildings and 20% above the land value. Alternatively, CPK offers a replacement value method, where older properties are valued as if they were new—meaning, for instance, a 100 m² house built in the 1960s can be compensated as if it were a newly constructed home of the same size.

In addition to favourable financial terms, residents taking part in the programme are eligible for a range of support services including legal assistance (fully covered by CPK), help with moving, and access to professional consultation, training, and career development opportunities.

According to the updated project timeline, the new airport is scheduled to open in 2032, alongside the high-speed rail line connecting Warsaw and Łódź. Further segments of the rail network extending to Poznań and Wrocław are expected to be completed by 2035.
