STH: initiating consultations with industry partners

The Solidarity Transport Hub company started the process of strategic arrangements with industry partners. During the kick-off meeting attended by more than 60 representatives of companies and institutions interested in the project, the STH investor presented assumptions for the concept of the planned airport.

The participants of the STH Stakeholder Forum included, among others, Polskie Linie Lotnicze LOT, BARIP (Board of Airline Representatives in Poland), Polish Air Navigation Services Agency, Poczta Polska, Orlen, LOTOS, PERN, Border Guard, LOT AMS, LS Airport Services, LS Technics, Welcome Airport Services, National Revenue Administration, Polski Holding Hotelowy, General Directorate of National Roads and Motorways, FedEx, DHL, UPS and TNT Express. The event initiated a series of meetings with the STH business partners. This is the first such extensive forum of participants of the airport investment process in Poland.

The company presented a preliminary definition of the STH Programme (the so-called airport system model). As regards the airside infrastructure, it includes, among others, the assumed system of parallel runways (two as part of the first stage and subsequent ones added in stages and depending on the demand: with four as part of the target system), taxiways and aprons. The landside infrastructure elements include, for example, passenger, cargo and general aviation terminals, railway station area integrated with the passenger terminal, parking areas and internal roads. The definition of the airport also includes, among others, technical maintenance infrastructure for fuel maintenance, de-icing of aircraft, airport fire brigade, vehicle maintenance and power, gas and sewage connections.

During the meeting, the representatives of the STH Airport Component familiarized the industry partners with the assumed investment stages, presented a working block diagram, project implementation scheme and assumptions of the Solidarity Transport Hub company regarding the formula and scope of cooperation. By the end of April, the invited companies are to submit their comments and expectations.

The definition of the airport component of the investment is the first step in the planning process and later in the designing of the STH. In the initial schedule of the airport we have taken into account so far more than 60 infrastructure elements, which will be part of it. Then, the model will be further modified depending on the needs of stakeholders, which we want to define and specify.

An airport cannot be constructed without listening to those who will use it and provide services for it. We have just started consultations of the STH conceptual assumptions with our industry partners. An unvaluable knowledge database will be created to enable us to prepare the Master Plan of the Solidarity Airport taking into account their operational needs.

MIKOŁAJ WILD, THE GOVERNMENT PLENIPOTENTIARY FOR THE STH.

These are the first of a series of meetings with the stakeholders who will be involved in the development of the Solidarity Airport and ultimately its users or service providers. Within the next few weeks, the company plans to hold further meetings of this type. Each of the participants of the Stakeholder Forum will be able to declare its requirements and needs regarding the planned airfield infrastructure.

DHL Express is willing to share knowledge and experience with experts of the Solidarity Transport Hub. The objective is to create a strategy of handling international express cargo transport in the planned port, which is very important for Polish logistics.

TOMASZ BURAŚ, THE PRESIDENT OF DHL EXPRESS POLAND

The construction of this airport is supported by market numbers and needs; therefore, I am glad that another stage of preparations for its design and implementation has started. I assume that the STH can become the most convenient airport in Europe for passengers. A capacity of 45 million passengers per year with the possibility of further modular expansion will enable LOT to create an optimum transfer hub offer for passengers, which is becoming more difficult today at the Chopin airport capacity reaching its limits. The STH has a real chance to become the main hub for Central and Eastern Europe, an area with huge passenger potential. From an aviation point of view, Poland's geographical location is simply perfect; therefore it is high time we made full use of it.

RAFAŁ MILCZARSKI, THE PRESIDENT OF LOT

This unique project is not only an opportunity to develop a modern airport from the passenger perspective, but also an opportunity to create a new quality working environment for ground-handling staff, without which it is difficult to imagine the operation of any airport or airline. Therefore, from our perspective, as the largest Employer in the aviation industry in Poland, it is very valuable that we can participate in the consultations and works on the concept of the construction of the Solidarity Airport.

MARCIN OPALIŃSKI, THE PRESIDENT OF LS AIRPORT SERVICES

As emphasized by Paweł Przychodzeń, the Member of the Management Board of Poczta Polska for Logistics, the development of the infrastructure is necessary in order for Poland to earnbetter money from its position, taking advantage of the development of cross-border trade. Logistic hubs such as the STH are needed for this purpose: well connected with the transport air, rail and road infrastructure.

Poczta Polska is currently rebuilding its logistics network due to the intensive development of domestic and international e-commerce. We want to further develop, among others, by increasing the infrastructure potential of the STH. There is no doubt that the transport hub will unblock the distribution channel. This investment will allow for increasing the capacity of the current infrastructure by operating a larger number of air connections, including cargo, which in the case of Poczta Polska will have a positive impact on the development of current and new services.

TOMASZ BURAŚ, THE PRESIDENT OF DHL EXPRESS POLAND

The STH is one of the major infrastructure projects in Poland in the next few years. 'The investment will contribute to economic development not only from the perspective of passenger transport, but also as a hub for import and export of goods,' says Michał Róg, the Member of the Management Board of PKN ORLEN, Wholesale and International Trade. We are interested in participating in this investment. We have experience in managing strategic fuel and oil infrastructure, manufacturing of JET-A1 kerosene and provision of fuel logistics and commercial services at airports. In addition, within the new airport, we can guarantee access to modern refueling stations, passenger service stations or electric vehicle charging stations.

MICHAŁ RÓG, THE MEMBER OF THE MANAGEMENT BOARD OF PKN ORLEN, WHOLESALE AND INTERNATIONAL TRADE

The information collected as part of the meetings with industry partners will be used for subsequent investment stages, e.g. the verification of the STH design assumptions planned this year by independent experts from the engineering and design areas (Quick & Dirty Test). The results of the discussions will be the starting point for the order for preparation of the Master Plan planned for this year, which is the most important document from the point of view of preparation of the airport concept and design.

The Master Plan is one of the most important documents in airport planning, which is even more extensive and important in planning greenfield investments. It shows the projected development of the airport, usually over more than 20 years. It contains a number of feasibility studies and strategies, among others: air traffic forecasts, sizing of the planned infrastructure and preliminary plan of its location, construction staging, airspace organization plan, strategy of access to the airport, strategy of sustainable development and impact on local communities and detailed business model of the planned airport.

DARIUSZ SAWICKI FROM THE MANAGEMENT BOARD OF STH

By the end of 2020, a strategic and technical advisor should be appointed, i.e. an international entity with investment experience in the design, construction and management of transfer airports. The advisor's task will be to cooperate with the Solidarity Transport Hub company and its ongoing substantive support. The so-called Private Investor Test performed this year by one of the leading consulting companies showed that the rate of return on the airport part of this investment is almost 10%. The PIT defines, among others, the basic parameters of the investment and verifies the economic arguments supporting its construction. The results indicate that the construction of the STH is profitable from the perspective of a potential private investor.
