Poland’s CPK seeks over PLN 1 billion in EU funding for groundbreaking transport projects

Centralny Port Komunikacyjny (CPK) has submitted three funding applications to the European Commission under the "Connecting Europe Facility" (CEF 2) programme for 2021–2027. All of these applications have already been approved by the Ministry of Infrastructure and the Ministry of Funds and Regional Policy. The total value of the projects amounts to PLN 1.18 billion.

The company submitted the documents to EU institutions as part of the final call for proposals under the CEF Transport Instrument, as outlined in the Multiannual Work Programme for 2021–2027. The competition focuses on major transport projects such as inland waterways and ports, seaports, railways, roads, and multimodal freight terminals. The results of the competition are expected this summer.

We recently announced the receipt of the location decision from the Mazovian Voivode for the airport construction, and now the company is taking another important step. We are moving into the execution phase, which requires securing significant financial resources. We are building the most modern airport and railway infrastructure and want to do so in close cooperation with the European Union,

said Dariusz Klimczak, Minister of Infrastructure.

The company is seeking funding for three initiatives. The first involves the construction of the Łódź Fabryczna–Łódź Retkinia section (HSL tunnel), which will improve railway connections in the core TEN-T network. The requested funding for this project amounts to PLN 845.5 million. The project scope includes preparatory and demolition work needed to construct five underground chambers, tunnelling for the high-speed railway (HSL), as well as construction and finishing work for the five chambers, including final touches on the Retkinia Chamber.

The second application pertains to the development of project documentation for the construction of the CPK railway hub (Package I), with a requested funding amount of PLN 75.4 million. The third initiative involves preparing project documentation for the Katowice–state border section. The funding requested for this initiative is PLN 79.1 million. This section forms part of the extended TEN-T Baltic–Adriatic core network corridor, and the project involves the creation of a complete construction design.

The total value of the funding applications submitted by CPK amounts to PLN 1.18 billion, including PLN 1 billion in requested funding. The preparation of such comprehensive and detailed documentation is the best proof that the project is progressing on a large scale and that the experts working on the investment are fully committed

Two of the applications submitted to the European Commission pertain to the development of project documentation, while one concerns construction. We are aware that our projects will face significant competition from applications originating not only from Poland but also from other countries covered by the Cohesion Policy. We are mindful of this, but any EU support will be of immense importance to us,

In total, Centralny Port Komunikacyjny has already received over PLN 500 million in EU funding for railway projects. The submitted documents confirm that this is just the beginning.
