CPK unveils ambitious 2025 tender plan. PLN 30 billion in infrastructure projects set in motion

The plan for Centralny Port Komunikacyjny (CPK) for the current year includes initiating numerous important tender procedures. The largest of these relate to, among others, the construction of roads connecting the CPK Airport to the public road network, construction works for the new Warsaw–Łódź railway line, General Engineer services for the airport, and the conduct of a competitive dialogue for the terminal’s construction. Each of these procedures is estimated to be worth over PLN 1 billion.

According to the updated schedule, the new national airport is set to open at the end of 2032, coinciding with the launch of the first section of the High-Speed Rail. Meeting this deadline requires the successful delivery of several key projects.

The publication of CPK’s procurement plan for this year aims to streamline the entire process and allow potential contractors to better prepare their bids. This will contribute to greater competitiveness and the highest possible quality of offers submitted to the company

The plan is indicative in nature and covers procedures with budgets exceeding PLN 1 million that the company expects to initiate in 2025. It includes expected start dates by quarter and approximate contract values expressed as ranges. These ranges represent indicative monetary scopes anticipated for each procedure, providing a general sense of the project scale.

The contracting authority reserves the right to modify the timing and value of the planned procedures depending on circumstances beyond the company’s control.

The highest-value tenders will be launched in the second half of this year. For the entire team of CPK experts, this means a substantial workload. While the airport’s completion is still some time away, the projects already underway are giving a significant boost to the Polish economy, involving many companies in the development of national infrastructure,

Tender procedures with an indicative value exceeding PLN 1 billion include:

  • A contract to design and construct the road system linking the CPK Airport site to the public road network
  • Provision of General Engineer services for the airport
  • Construction of the Airport Terminal (Competitive Dialogue)
  • Major rail construction works on the Warsaw–CPK route

Some procedures will be launched as implementation contracts under previously concluded framework agreements. This means that only contractors who have signed relevant framework agreements with the contracting authority will be invited to participate.

The plan does not include procedures for 2025 that were initiated prior to its publication.

Currently, CPK is running tender procedures estimated at a total value of approximately PLN 4 billion. A significant portion relates to tenders for tunnel construction and the implementation of the baggage handling system. The first involves boring a long-distance tunnel along railway line No. 85 in Łódź. The second is aimed at designing, delivering, installing, and commissioning the Baggage Handling System for the CPK Airport.

As part of its procurement activities, CPK is implementing a range of measures that respond to market expectations. These include the use of quality criteria in tenders, minimisation of formal requirements – including optional exclusion grounds – and the broad use of procurement mechanisms that streamline contractor selection and reduce the likelihood of appeals. Examples include preliminary market consultations, competitive dialogue, and framework agreements.

Moreover, to facilitate bid preparation, the company publishes tender documentation in English in some cases. For tenders below the Public Procurement Law thresholds, CPK applies European Commission guidelines to increase competitiveness. As a result, contractors from all over the world are taking part, and CPK is receiving several times more bids than the market average.

The structure of this year’s procurement plan confirms that the rapid implementation pace set in 2024 will be maintained. Let us recall that during 2024, CPK announced approximately 60 tender procedures worth over PLN 8.3 billion.

The company signed dozens of significant contracts and closed the year with a strong highlight – the government’s adoption of the CPK Multiannual Programme on 31 December, setting its updated value at over PLN 131 billion. Earlier, the airport and railway station construction designs were presented, multi-million EU funding was secured, and a record number of land acquisitions were made. It was also in 2024 that construction of the first High-Speed Rail line in Poland began, as did the selection process for the contractor of the 4.6 km Łódź tunnel.

The list of several dozen selected procedures for 2025 confirms that the project remains on track with the updated schedule and continues to reach key milestones on the road to delivering Centralny Port Komunikacyjny.
