CPK side by side with INECO. Polish-Spanish cooperation on the railway investments
CPK has signed a contract with the Spanish engineering firm INECO for technical consulting on the design and construction of High-Speed Rail (HSR). CPK’s partner brings extensive experience in the planning, design, and construction of the HSR network in Spain, which spans almost 4,000 km of operational high-speed lines, making it the longest in Europe.
The contract between CPK and INECO covers specialised technical consultations on solutions for HSR projects, such as the construction of long railway tunnels, implementation of the 2×25 kV AC power system, design of HSR turnouts, implementation of the European Railway Traffic Management System (ERTMS), and line certification.
CPK and INECO engineers can exchange expertise through online technical workshops, in the form of technical reports, and through ongoing email and phone queries. The contract, valued at approximately 2 million PLN, has been signed for four years.
INECO has over 30 years of experience in the HSR sector in Spain, working on all stages of investments, from feasibility studies and construction designs to commissioning lines and contracts for network maintenance.
Beyond Spain, INECO is currently involved in other HSR projects, such as High Speed 2 in the UK and Rail Baltica in Lithuania, Latvia, and Estonia. It is not without significance for the Polish investor that the company has experience in designing and operating passenger airports, as well as intermodal rail connections to airport infrastructure.
The contract with INECO is another step in CPK’s collaboration with the Spanish railway industry. CPK has been working with ADIF, Spain’s railway infrastructure manager and one of the most experienced organizations of its type in Europe. This partnership has resulted in workshops on railway market liberalisation and the exchange of know-how on HSR solutions, such as track installation, modernisation of railway traffic control systems, and the construction of telecommunications infrastructure.
As expected by the CPK company, the Warsaw–Łódź HSR section will be constructed and operational by 2032, coinciding with the transfer of air traffic to the new CPK Airport. The remaining sections of the so-called “Y Line,” including Łódź–Wrocław and Sieradz–Poznań, are expected to be completed by 2035. In total, this will result in approximately 480 km of new HSR lines, which are currently in advanced design stages, with preparatory and construction work already underway for the tunnel in Łódź.
At the same time, CPK, the Ministry of Infrastructure, and PKP PLK (the Polish railway infrastructure manager) are conducting an analysis of proposed railway corridors. The goal is to determine the future development directions for the entire railway network in Poland. The analysis is expected to conclude in Q4 2025 and will also take into account the results of ongoing consultations on the Horizontal Timetable, which involve passengers, carriers, and public transport providers.
