CPK moves forward with key TEN-T rail link: Program and Spatial Concept approved for Sieradz–Poznań High-Speed line 

Centralny Port Komunikacyjny (CPK) has completed another milestone in the development of Railway Line No. 85, which will connect Sieradz, Kalisz, Pleszew, and Poznań – the Poznań branch of the High-Speed Rail “Y” line. The company has formally accepted the Programme and Spatial Concept (Polish: Koncepcja Programowo-Przestrzenna, or KPP) for this section, seamlessly transitioning into the next phase – preparation of the construction design.

The Program and Spatial Concept is a preliminary planning study that defines what is to be built as part of an investment project, such as new tracks, stations, or stops, as well as where and how it will be located. It includes initial technical assumptions, spatial solutions, and an analysis of possible implementation options. This is an important stage in preparing an infrastructure project – it forms the basis for further design work, obtaining administrative decisions, and planning costs and schedules. 

Following the approval of the Program and Spatial Concept, design work on the construction plans has now begun. This phase is scheduled to continue until the third quarter of 2026. In the fourth quarter of that year, CPK plans to submit a formal application for a construction permit. Once granted, this will allow construction to commence in the first quarter of 2028, with the line expected to be operational by the end of 2035. 

We are making intensive progress on the Poznań branch of the ‘Y’ line, specifically on the Sieradz – Kalisz – PleszewPoznań section. In December 2024, we submitted an application to the Regional Directorate for Environmental Protection (RDOŚ) in Poznań for an environmental decision concerning the 72-kilometre stretch between Pleszew and Poznań. Then, in February this year, we submitted another application – this time for the 74-kilometre section between Sieradz and Pleszew,

Railway Line No. 85, spanning Sieradz – Kalisz – PleszewPoznań, will total 146 km of high-speed railway, with a design speed of 350 km/h for passenger trains. It forms part of the planned 480-kilometre “Y” line, which will link Warsaw, CPK, Łódź, Poznań, and Wrocław. Thanks to the Poznań segment of the “Y” line, the travel time between Warsaw and Poznań is expected to be reduced to just 1 hour and 38 minutes. 

The ‘Y’ line is part of the Trans-European Transport Network (TEN-T) – a core initiative of the European Union aimed at improving cross-border transport, increasing interoperability, and strengthening cohesion across the continent. As part of this network, our investments contribute to building a unified European high-speed rail system. Through the Connecting Europe Facility (CEF2), we have secured PLN 162 million in funding for the design documentation of the Sieradz – Pleszew – Poznań section. This demonstrates not only the strategic importance of the project for Poland, but also its role in advancing sustainable, efficient and integrated mobility across the EU,

Work on the approved Program and Spatial Concept was carried out under a project implementation agreement with the consortium of BBF and IDOM engineering and consultancy firm.
